Port 7680 is used by Windows Delivery Optimization to share update and app content between peers on the network. Microsoft documents a binary peer protocol over TCP 7680 and states the service registers and opens the port automatically. IANA registers ms-do on TCP and UDP 7680.

Security Exposure
Microsoft states that Delivery Optimization cannot be used to download or send personal content and does not access personal files. Peer-to-peer is enabled by default in Windows client using LAN download mode, so Windows hosts commonly listen on 7680. Microsoft notes the service shuts down and stops listening when idle, so the port may appear and disappear.
